Parliament has ratified two separate loan agreement of about 28 million euros for district assemblies.
Agence Francaise de development (AFD) is making available 15 million euros whilst KFW of Germany is providing 13 million euros to be paid between 2019 to 2049.
The assemblies are to use the money to fund specific development projects in their districts without recourse to central government.
They will also use part to build the capacity of the district as well as the human resource.
The House unanimously approved the loan facility with some members calling for the district assemblies to make judicious use of the money.
