The Majority in Parliament has triggered Article 112(3) of the 1992 Constitution for Parliament to reconvene.

Addressing journalists on Friday, May 3, Majority Leader Alexander Afenyo-Markin stressed that the decision for the recall invocation is in good faith.

He explained that before Speaker Alban Bagbin adjourned sitting on March 20, there were three key issues before the house that needed to be looked at.

On this background, he said Parliament needs to reconvene in the interest of the country.

“We are left with no option than to invoke our right under Article 112(3) of the Constitution. For the avoidance of doubt Article 112(3) of the Constitution provides that 15% of members of parliament may request the meeting of parliament and the Speaker shall within seven days of receipt of this summon Parliament. So we are fortified by law to proceed and therefore we have initiated the process to trigger this and we do so like I said in good faith and for the good of our democracy.

“We understand that our colleagues in the Minority have their own views, we can’t take those views away from them. In politics, expect disagreements but such disagreements should not obstruct us. So they have made their case we understand them but it is our view that we have our 138 as the majority and we should be able to carry government business,” Alexander Afenyo-Markin said.

The Majority Leader continued, “The constitution talks about 15% of the total membership of parliament which if my mathematics is right is 42 but I am able to tell you on authority that we have more than 100 of our members who have signed the said prayer which is titled notice of meeting by request under Article 112(3) and order 53 of the standing orders.”

The issues the Majority want parliament to reconvene to consider include the Adoption of the 34th report of the appointment committee of the President’s nominees of Ministers, as well as a request for tax exemptions for selected beneficiaries under One District, One Factory project.

The other item is a motion on an additional financing agreement between Government of Ghana and the IDA for an amount of $150 million to finance the ongoing Greater Accra resilient and integrated development project.
